The Eastern Oregon Investigators Training Session will cover a variety of topics pertinent to investigators and all law enforcement officers. Two in depth case reviews will be presented.
The first, the Ward Weaver case review will be presented by Special Agent Ted Price with the FBI and Sergeant Matt Paschall from the Oregon City Police Department. In 2002, Ashley Pond and Miranda Gaddis were reported missing from the same apartment complex. There were no witnesses to their abduction, and no initial crime scene. Eventually, the perpetrator Ward Weaver was charged and he pled guilty to the homicides.
The second, the Edward Morris case review will be presented by Tillamook County Sheriff Todd Anderson. The manhunt for Edward Morris began the day after hunters discovered the body of his wife, Renee Morris, and the bodies of their three children in the Tillamook State Forest on December 21, 2002. On January 4, 2003 after several tips and false sightings, Morris was recognized by two citizens. Shortly thereafter he was arrested upon leaving a Baker City Rite Aid Pharmacy. Morris confessed to the murders and was sentenced to life in prison without the possibility of parole.
Retired Oregon State Police Sgt. Randy Crutcher will present one full day on the process of cognitive interviewing. Sgt. Crutcher will teach how memories are stored in different ways and how to assist witnesses and victims in retrieving them during the interview process. He will discuss techniques on the retrieval of facts that were not only observed, but linked to all five senses. Sgt. Crutcher will also cover some problems associated with eyewitness evidence, how to get more reliable information using the cognitive approach, and demonstrate in several ways how the system works through examples.
