Target Audience: All law enforcement professionals, including patrol officers, corrections, probation and parole, supervisors, and trainers who want a practical understanding of current Use of Force law. He develops Use of Force curriculum for a Pacific Northwest public safety training academy, has trained more than 20,000 students, and has presented internationally on debriefing Use of Force scenarios. Scott has also consulted and testified in more than 50 Use of Force cases and serves as a consultant with an internationally recognized police training simulator company. This 4-hour course goes beyond simply reviewing what the courts decided, it examines why they reached those decisions and what officers can learn from them. Using body-worn camera footage, critical incident videos, and facilitated discussion, participants will analyze the facts, officer decision-making, and legal principles that influenced each case. The emphasis is on understanding the information available to officers at the time, not judging incidents based solely on the outcome. This course is designed for all law enforcement professionals, including patrol officers, corrections, probation and parole, supervisors, and trainers who want a practical understanding of current Use of Force law. Topics Include: • Recent U.S. Supreme Court, Ninth Circuit, and Oregon case law • Common misconceptions about recent decisions • Officer decision-making and objective reasonableness • Body-worn camera video debriefs • Practical application of current legal standards This is not a DPSST course. This class was developed by the Oregon Force Instructors Association is an independent, evidence-based professional development non-profit organization.
